I can understand that a lot of people are annoyed because of visual pollution caused by illegal billboards. To put a limit on this it needs at first a good reglamentation regarding number, size and images not offending the good manners and at second an uncorrupted control. Please don't forget that advertising also creates employment, is of big importance for the economics and informs the consumer. To limit it there is also the possibility to use for example dynamic tactical advertising as SkyBoards. Have a look to this new idea in outdoor advertising: http://www.msb-international.com
